01 · Organizational AI Strategy¶
Level 3 built adoption skill at the team level. Level 4 operates at the level of the whole organization, where the questions shift from "which tool" to "what is our overall position on AI tools, and who decides."
1. What an organizational AI strategy actually covers¶

Most organizations are between "ad hoc" and "reactive" and should aim for "coordinated" before attempting "strategic" — skipping straight to a strategic-sounding document with no coordinated foundation produces a strategy nobody can execute.
3. A strategy-drafting framework¶

Worked example¶
A mid-size company discovers, through an inventory, that six different departments have independently subscribed to AI writing and coding tools, with no shared data policy. Rather than banning tools outright, the strategy team runs the section 3 process: guardrails are set (no customer PII in any tool without a signed DPA), a lightweight approval tier is created for sub-$50/seat tools, larger commitments route through a governance review, and $200K is committed over two quarters to a vetted tool catalog plus training. A quarterly review is scheduled from the start. Eighteen months later the review finds usage now concentrated in the sanctioned catalog with negligible shadow spend, and the review cadence becomes the mechanism that keeps the strategy current as new tools emerge.
How It Actually Works¶
An organizational strategy has to set guardrails at the level of task mechanism, not just tool brand, because the underlying risk in any AI use case tracks how the technology actually generates output, not which vendor happens to be running it. "Never allowed regardless of tool" guardrails are most defensible when they're anchored to structural properties: a policy against using unaided-recall generation for a consequential decision about a specific individual (a hiring screen, a credit decision) is really a policy against trusting a mechanism — pattern-matched, non-verifiable, occasionally confidently-wrong text generation — for a use case where being wrong has an unacceptable cost, and that reasoning holds regardless of which vendor's model happens to be deployed, or how much better next year's version claims to be, because the mechanistic limitation (no built-in truth-verification) is a property of the whole model class, not a temporary capability gap any one vendor is about to close.
"Scope and ambition" decisions benefit from the same mechanism-first lens: the honest boundary of what generative AI can reliably do — strong at text transformation grounded in supplied data, strong at pattern-matched generation for well-represented tasks, weak at unaided factual recall, weak at anything requiring true causal reasoning about a specific, unprecedented situation — doesn't move nearly as fast as marketing narratives about "AI can now do X" suggest. A strategy that scopes ambition against this actual, technical boundary, revisited periodically as retrieval and tool-use capabilities genuinely improve (Module 9, Level 3), ages far better than one scoped against a press release, because the former tracks what's really changing and the latter tracks what a competitor merely announced.

Draft a one-page organizational AI strategy for a real or plausible company using the section 3 steps. Explicitly name the decision rights (who approves what) and the review cadence — a strategy without both is incomplete for this exercise.
