09 · Handling Scope Change Mid-Sprint

"Can you just squeeze this in?" is one of the most common pressures a Scrum team faces, and how a team answers it determines whether Sprint commitments mean anything. This module gives a decision framework instead of an absolute rule.

Sprint Goal as the filter, not "no changes ever"

Scrum doesn't forbid change — it protects the Sprint Goal, not the exact list of tickets. The right question when a change request lands mid-sprint is never "can the team fit it," it's "does accepting this still let us meet the Sprint Goal."

The trade-off rule

If new work genuinely must enter the sprint, something of equal size must leave, decided by the Product Owner — not silently absorbed by the team working overtime. This keeps the Sprint Goal achievable and keeps stakeholders honest about the cost of "urgent" requests.

Why absorbing scope silently is worse than saying no

A team that always "finds a way" to squeeze in extra work without dropping anything teaches stakeholders that the Sprint commitment is soft and renegotiable at will — the next urgent request arrives just as casually. Making the trade-off visible (something drops) is what keeps "urgent" requests rare instead of routine.

A worked example

Mid-sprint, a stakeholder asks the team to add a small compliance fix "since it's quick." The Scrum Master runs it through the framework:

  1. Sprint Goal check: the current goal is "ship the redesigned checkout flow." The compliance fix is unrelated.
  2. Per the table, this is a "nice to have while you're in there" — no goal impact.
  3. The Scrum Master declines the mid-sprint insertion, logs the item in the backlog, and confirms with the PO it will be prioritized for the next refinement session.
  4. Two days later, a genuine production incident does threaten the checkout goal (a payment gateway bug). This time the team accepts the fix, and the PO removes an equivalent-sized lower-priority checkout story from the sprint in full view of the team.

The team said no once and yes once, using the same framework both times — consistency, not a blanket rule, is what stakeholders learn to trust.

How It Actually Works

The trade-off rule isn't a negotiating tactic — it's a conservation law applied to team capacity, and the reason it has to be enforced visibly is about incentive signals, not fairness for its own sake.

Why capacity is conserved, so silent absorption is really borrowed capacity, not free capacity. A team's effective capacity for a sprint was already set during Planning (Module 09/10, Level 1) using historical velocity and focus-factor math. Adding new work without removing anything doesn't create additional hours — it borrows them from somewhere invisible: usually from the quality bar (skipped tests, rushed review — see Module 05's DoD-erosion) or from unpaid overtime, both of which are costs that don't show up in this sprint's status report but do show up later, as defects or burnout. The visible trade-off in Step 3 isn't bureaucracy, it's making the true cost of the "quick" request show up in the same place and the same sprint where the benefit is being claimed.

Why the Sprint Goal, not the ticket list, is the correct filter. Testing a request against "can the team fit it" invites a yes almost every time — there's almost always some way to squeeze one more thing in if quality or hours flex. Testing it against "does the goal survive without this" is a much harder bar, and it's the right bar because the goal, not the ticket count, is what the team actually committed to protect (Module 04, Level 1). This is exactly why the compliance fix and the payment-gateway bug get opposite verdicts despite both being framed as "urgent" by the requester — urgency described by the stakeholder is not the same signal as goal-impact measured against the actual commitment, and the framework is designed to tell those two things apart.

Why saying yes and no with the same visible process, rather than a blanket rule, is what shapes stakeholder behavior long-term. If the team always says no, stakeholders learn to escalate around the process entirely (going over the PO's head) because the process itself has no path to yes. If the team always finds a way to say yes silently, stakeholders learn that "urgent" carries no real cost, so the label gets applied to everything, diluting its own signal (the boy-who-cried-wolf mechanism). A consistent, visible process that sometimes yields yes-with-a-tradeoff and sometimes no-log-it-for-next-sprint is what keeps "urgent" meaning something, because the two outcomes are distinguishable only by the actual goal-impact, not by who asked or how loudly.

Exercise

Invent three mid-sprint change requests of varying urgency (one clearly Sprint-Goal-threatening, one clearly not, one ambiguous). For each: (1) classify it using the table, (2) state the response, (3) for the one you accept, name what equal-sized item you'd remove and who decides, and (4) write one sentence you'd say to the stakeholder explaining the trade-off out loud.
